BAMCEF has constituted
Mulnivasi Employees Welfare Federation and through which country wide and time
bound programmes were arranged in the form of protests, Demonstrations and
rally. This was a first phase programme launched on 29th
January 2002 and concluded on 7th
April 2002 at Ramlila Ground, New Delhi, were it was announced that the second
phase programme would be launched very shortly. Now, second phase's first
programme is going to launch.

The govt. in such a way
released the memorandums with tactful manner against the policy of reservation
and disturb the spirit of it, which we say it can defined a conspiracy only. to
put an end to the reservation policy, the so-called programme has been started
by govt. which is known as liberalisation, privatisation and globalisation
(LPG). congress initiated this conspiracy oriented program (LPG) followed
firstly by 'No implementation of reservation policy' but after the
implementation of LPG program the reservation has become insignificant and
slowly towards ruination. The same conspiracy to put an end to the policy of
reservation is followed BJP and NDA.

Any policy should have to be
reviewed after it's 10 years of implementation but LPG policy which was launched
before 10 years ago, has not been reviewed and what type of repercussions will
be on predefined reservation policy, that neither been reviewed nor report is
available. We do not have information that SC/ ST comm. might have submitted
report to govt. on the serious impact of LPG policy. Not only this, their is no
record and evidence that the 126 members of parliament of SC/ ST have created
uproar in the parliament on this issue but also congress have not raised the
issue of reservation in the parliament and for the welfare of SC/ ST and OBC.
Congress is responsible for the conspiracy to put an end to the policy of
reservation. Therefore Congress do not want to raise the issue in the
parliament. With these examples it is proved that anti- reservation conspiracy
has been launched by congress. today BJP is implementing and Congress is
consenting silently.

Constitution had provided
enforcement of rights to the judiciary but judiciary in fovour of reservation
policy has not executed these rights. It has created confusion on the issue of
reservation, blatantly and consciously ruled that 'reservation is not a
fundamental right'. Whit this attitude, judiciary kept the reservation out of
fundamental right's purview. we are of the confirmed view that it is the result
of of conspiracy policies which are being followed by ruling castes. Therefore,
we have resolved to launch a nationwide awakening campaign to protest by which
the conspiracy will be exposed and ended.

WE have decided to endorse
signature of 5 crore people up to 2009 to destabilize the conspiracy which is
responsible to put an end to the reservation.
The launching programme of
"National Signature Campaign of 25 lakh People" will be started by
endorcing 25 lakh people signature in 2002. This campaign's first phase will be
launched from 14th April, 2002 and will be concluded on 28th November, 2002.
Therefore we appeal to mulnivasi bahujan to make successful national campaign by
joining with enthusiasm and dedication. In this national campaign BAMCEf,
Mulnivasi Employees Welfare Federation and Mulnivasi Sangh will take an active
and prominent role for the success.
