Welcoming thousands of  delegates who came from all over the country to attend the 18th National Convention of BAMCEF, in his presidential speech Mr. Waman Meshram said that BAMCEF is conducting convention every year. Some may say that convention is ritual which is a natural process. Explaining the  relevance of the convention he said that whether it is district level convention, mandal level convention, regional level convention or national convention, it is not the purpose to conduct convention but there should be purpose to conduct convention. So, it is necessary to tell that any work done through BAMCEF is not without purpose. But there are some people in the society who continue working without deciding about purpose. But we people are not so great people so that our work is without purpose. So, whenever any work is done through BAMCEF it has its purpose decided first and then ways and means are adopted to achieve it. If there is any discrepancy between the ways and means for achieving the desired task then it will not be achieved. So, program should be consistent with the purpose, to achieve it.
        He further said that conventions organized from district level to national level throughout the year was having some definite purpose. So, everybody should know that BAMCEF is working to achieve some planned purpose and that purpose is of networking of our society and networking of our organization which are spread in 6 lakh villages. This message should reach to the people for whom we are working because nothing can be achieved by making discussions at city level only. These programs should reach to 6 lakh villages. So, we have made two point program. There is a purpose behind this two point program. I always say that we are incapable of doing anything. I know that some people from our society are able person. Some may be able to some extent but this personal ability could not be transferred to society. So we remained incapable. I am not saying it to abuse you, then why I am saying that we are incapable. I am saying this to remove incapability mentality of our people because as long as any sick person doesn’t admit his sickness, he can’t try to remove his sickness. So, as long as we do not remove our incapability, we can’t become able and you should be glad to know that able persons are created. Last year’s strength of able persons in the national convention was less and it has doubled in this convention. As I am saying incapable, people are  trying to remove their incapability & trying to become able. So, every year strength of able persons is increasing.
       So, we had made two point program to make ourselves as well as society able by removing their incapability mentality. One point is about networking of our society and the other of organization.  Because it is necessary to achieve the goals we have set for our society. Our Society lives in 550 districts, 5000 tahsils, 50 thousands blocks and 6.5 lakh villages. Our language, our voice should reach to those brothern, who live in 6.5 lakh villages to whom we  are representing. To reach this voice, we have made time bound networking program. We had started this programme in 1977, it should be completed till 2009 in any circumstances.
        When we held national convention at Patna (Bihar, 1999),  we did field work in 140 Districts of 23 states and from this 140 districts delegates from 110 districts participated in the convention. Delegates from 30 district didn’t participate in the convention. We think that those units which didn’t participate in the convention are not with us’. They are in need of much preparation. Then in the year 2000 delegates from 226 districts of 26 states participated in the national convention. After that, this year in 2001 at Kranti Jwala Phoolan Devi nagar, we did field work in 300 districts of 26 states and from these 276 districts participated in this convention according to information received till now. Even if delegates from 276 were present in this convention, it is a great achievement for us. If this pace is continued then network of our organization will reach to 550 districts and 1500 to 2000 Tahsils by 2004. It is not a promise of any minister who forest their promise. It is geographical extension of our organization. But only geographical extension will not do the job but social extension is also necessary. For example we have to bring together all the castes in the schedule caste. For this we have started work by formulating a special strategy. We have to start a program to bring together different castes in the schedule tribe to extend our social base. Then a special program will be started to bring together MBC (Most Backward Castes) among OBC due to which there will be social extension along with geographical extension. We will be able to bring together 6000 castes of indigenous Bahujan Samaj through social extension only. From these 6000 Castes, we should have representatives of 25% from these castes i.e. 1500 castes, in our organization, till 2004. We have prepared such programme. It means in the convention to be held in December 2004, network of organization should reach in 550 districts and delegates from 2000 tahsil should participate. Along with this we should have 550 full time activists by 2004. One activist should work in one district. We will spend 2 crore rupees to maintain these activists and we will be able to collect 5 crore rupees by 2004. This figure is decided at present due to tremendous response we are getting in filed. I think that we will have to increase our target.
        He further said that, ‘While thinking why we are getting so much response from people, I came to know that our enemy is beating our people in great measure”. Due to which people are extending so much response do us. For this we should thank our enemy. Earlier we used to search people but people used to hide. Today when enemy is beating and they get beaten they started search.  The situation has reversed now. We should be thankfull to our enemy and we wish that our enemy should beat our people in his way and people should come searching us after getting beaten. This is one of the reasons why our network has increased and second reason is that we have extended and spread our program, due to which you are observing this big convention.
Speaking about the second phase of extension of organisation, Hon’ble Waman Meshram said that the plan is to reach 550 district and 2000 Tahsils by 2004. For which we will have 550 full time activists when this program will reach 2000 Tahsils, our second phase will start in 2005 and will last to 2009. As soon as this network program will start, we should have 2000 full time activists by 2006. After that our networking program will reach to 50,000 blocks by 2007 and activists from these 50,000 blocks should take BAMCEF to 6 lakhs villages by 2009. It means network of our organization should reach to 6 lakhs villages, by 2009. If there are 12 villages in a block and if only two of our activists are in a village then we will have brigade of 13 lakhs activists by 2009.
       He added that some I.A.S., I.P.S., I.R.S. officers of our society many time advice me, because, they listen less and speak more. When I listen to them, I feel pity with them because from their words it is felt that they have no knowledge about the problems about their community. Because these officers don’t make diagnosis of the illness and prescribe medicine first. Due to which instead of curing the disease it increases. They meet me and say that ‘Meshramji the work you are doing is invisible, when it will become visible? When outcome of this will be seen whether there will be outcome or not whether it will be visible or not. They ask so many questions like this. For this I have given them two replies. First was that you went to see outcome it means you work with eye because it is my experience that semi literate person work with eye and literate, educated person work by shuting the eye. There should be difference between educated person and illiterate person. Intelligentsia understand so many things by thinking and take their decision. But it is a matter of surprise that intelligentsia of our society is also speaking to see by eyes. First you will have to do invisible work then only it will be converted into visible work. Farmer who is illiterate, cultivates land, when goes on unproductive land he also does not see crop. That illiterate farmer prepare the land and sow the seed which becomes tree then only he get crop. That illiterate farmer also knows that to get crop, first he has to prepare land. But intelligentsia of our society without adopting the process of the farmer, hope for result. Result never come automatically. Hardwork is necessary to get result. Hardwork is never seen but its result is seen. But our intelligentsia don’t want to work hard which yield result. So, result can never be achieved. So, as long as we do not take invisible work, visible work can’t be seen. So, networking program which we have prepared according to it there will be two activists in each village, It means we will have 12 lakhs activists from 6 lakhs villages. It will be hardcore. If these two activists will have circle of 15 people, then we will have one crore two lakhs in our circle. If we keep 100 persons at short distance then we will have 12 crore in our influence zone, then we will be achieve the goal definitely for which we are conducting this movement. To complete it, we went networking and to complete networking we organise conventions from district level to national land. We don’t conduct such conventions without purpose. There is some specific purpose behind conventions. We have to taste ourselves to know how far we have succeed to achieve the target we have fixed. Because we ourselves only have to achieve the target we have fixed.
Convention is program of networking. So, there should be purpose behind conventions from district level to national level on which we spend 2-4 crore rupees. This entire programme is to make our society able. Personally myself may be able but my society is not able. When my society is incapable then I think that I am also incapable because whenever these are atrocities with our society, I feel very bad. Then I think about my incapability. At that time I feel that individual becoming able has no meaning. We have to make our society able. So, networking of organization is a program to make society capable. Due to which our society may become able. When our above program of networking will be completed in 2009, then we will have strength of collecting 50 crore rupees and from these 50 crore rupees, 35 crore rupees will be spend on full time activist. In such a way this programme of networking will continue till 2009 and it will be our one point programme.
        Hon’ble Waman Meshram while giving information about networking said that we have to create means of propogation. Internet and E-mail are among the modern medium of propagation. Today we are able to start this. We have started website today. We have decided that we should create means of propagation. We are of the opinion that war can’t be fought without preparation. Today civilized society has changed ways and means of war. So we will also have to create the resources of today’s war. So we have started our website and E-mail. Earlier war was fought with swords but world has changed and means have also changed. Today time has come to fight war with atom bomb and missile. If in civilized society(in democracy) you want to become king, you have to make public opinion. How this public opinion will be made, we will have to create means and resources to make public opinion in our favor. Effective medium to make public opinion is media. Today we have lot of public but we don’t have public opinion, because they(Our determined enemy) have all the means and resources to make public opinion. In democracy only public is not important but public opinion is most important, which may make you king and media plays most important role to make public opinion. So, to create media is a part of our two point programme. There are four important part of this media. One electronic media. Seasons print media, third vocal media and fourth traditional media. Website today we have started is a part of electronic media and in this media, channel system is most effective media. When there was attack on parliament on 13 December, they showed it in the entire country through channel system due to which there were phone calls in our central office from all over the country to know whether convention will be held or not. They asked whether convention has been cancelled. Then I replied that, when we held convention at Ahemadabad in Gujarat in 1990, section 144 was claimed there, which prohibits 5 persons coming together, but we had collected 5 thousand persons at Ahamabad. Here situation is not like that, so convention will be held. Despite the attack on parliament, life in Delhi was normal, next day parliament session continued then why we can’t hold convention? It will be held definitely. In this way, channel system in electronic media can make great issue out of small tissue. If may make zero out of Hero. They create turbulence where there is nothing and keeping mum should create turbulence. This surprise can be serums only by channel media in electronic media.
         So, we want to start channel media in electronic media, this work has been assigned to retired directors of Doordarshan. They have been told what we will have to do to start this channel media, how much money we will have to invest and whether we can hire any channel till we are able to invest that much amount?. What will be its method. How much money it will required. In such a way we have started the process to start channel. As you have seen today that website has been started in the same way you will see that channel media in electronic media is started. For this we are doing preparation in a big way. This media will be at all India level. If we fail to create this electronic media, then we can never be successful. I can say this with confidence.
          About print media he said that second mean to creat public opinion is print media. For this print media, we have made planning that we should have 100 daily newspaper. There should be one newspaper in every 5 districts and this print media should be started be 2004 in any case we are doing preparation for this. Beginning of this will be made from north India. This program will continue till 2009. There is a third media such as traditional media.
          Giving information about traditional media he said that brahmanism has created saints. These saints are doing work of stooges in our society. These people who are doing work of satans in the name of saints are making our people mentally slave.
This mental slavery kills the urse ot liberate our people. In this way these satans names as saints are doing the work of making slaves. They not only do the work of making slave but they teach to celebrate slavery. Nowhere in the world we can find the method of celebrating slavery, but it is taught in India. Traditional media plays most important role in this. Today brahminsm is creating maharaj in a big way for this media. Our people go in big number in their programmes. Once I saw Murari Bapu giving pravachna in T.V. and people were enjoying it, when I saw this scene. I said what is the need of opium to these people. What is the need of wine to these people. They are enjoying without opium and wine. At that time I  saw haw people enjoy slavery. They are pushing our people to the extend that they are enjoying slavery. So, we will also have to create traditional media. We are indigenous people we have our own music, literature, art and folk tone, today people of film industry are earning money by utilizing this folk love and music. It becomes very popular we are paying our special attention towards this. It will be a unprecedented program. It will be unprecedented in the history of India. In the coming future we are going to work on such media. About fourth media which is vocal media he said that young people have to tell 10-20 broad things, which they will repeat whenever they 90. in this way mediums of propagation will be created. If we are successful in networking organization and creating medium of propagation automatically three more things will be created. First strength will be created, second strength will be stored and whatever you wish will happen. Nothings can be secured by demanding. To if they were asked for some thing. Rulers came after britisher are very dangerous. They are so dangerous that we make them able to give and then go to them to demand, when we demand them, they refuse to give,  we are experiencing this for last 54 years. If we think that our enemy had beaten our society with shoe once in a year it means they beaten our society with shoe once in a year it means they had beaten our society with shoe for 54 times and still we are demanding them so here after we have to make our society capable of giving. For this we have to create strength we have to store strength and we will have to use this stores strength at appropriate time. Our society can achieve something through it. Nothing can be achieved by demanding. If we are able to realize this two point program, it will spring a surprise in this country and you will get what you want you will get what you have not even imagined. So to hold this convention is not without purpose we are eagerly waiting for 2004. Enemy is fearing even though we have succeeded in India little bit, when this voice will come from 6 lakhs villages, these people will run away. The voice we want to create will be heard through the mouth of ordinary man. When that strength which we want to  create will be seen in the ordinary man, then our enemy will run away. So, the conventions we are holding from district to national level are not without purpose. Expressing optimism that delegates will use the information given to them working in the filed, he concluded his speech.
