Presiding over the function, Mr. Waman Meshram, National President, BAMCEF said that in this aryavrat (North India) the 3743 castes which included in the Mandal commission, are getting awakened. Specifically this awakening is more from last two decades i.e. 1980 to 2000. In 1981, the Mandal commission report was handed over to the then Prime minister but it was not put in the Parliament. Mrs. Indra Gandhi strictly denied to discuess on the report in the parliament. Why she had done so? Indira Gandhi is the daughter of Jawaharlal Nehru. Due to efforts of Dr.Babasaheb Ambedkar, Article 340 was included in the constitution. Dr. Ambedkar as an law member, insisted Nehru to implement article 340 of the constitution, but it was not. So Dr.Ambedkar resigned on this OBC issue. But the brahminical media did not highlight this news, that out of four reasons, why he had resigned as an law member, one of the reason was relating to OBC (Article 340). Even Dr.Babasaheb Ambedkar was denied to read the reasons of his resignation in the parliament. Nehru was scared that if Dr. Ambedkar is allowed to read the reasons of resigning then OBC will get awakened and this will result in another danger to him in northen India. Atlast Dr. Ambedkar had no option rather thasn giving the copy to the press.

Nehru felt that Dr.Ambedkar will now take up the issue and will work for the upliftment of backward classes. When Dr.Ambedkar approached to Mr. R. L. Chandapuriji (Founder leader, OBC), he arranged a mass level convention of backward class. But Nehru, with the help of Jagjivan Ram, had chalked out a plan to counter the programme by throwing stones on the mass gathered. But still Babasaheb contined his movement of mass awakening. Nehru constituted Kakasaheb Kalelkar commission for OBC, so that the issue will not remain in the hands of Dr.Ambedkar. Kakasaheb Kalelkar was a poona brahmin. Dr. Ambedkar used to tell that all brahmins of the country are hooligons but poona brahmins are beyond hooligans. Nehru had assigned the work of backward class to this brahmin. One can understand Nehru's thinking behind appointing Kakasaheb as chairman. Kalelkar identified 2218 castes in his report and submit it to Nehru. After one month he wrote a letter that though I had signed on the report, but after submitting the report I was thinking, analysing and I came to the conclusion that, we had proposed reservation to the other backward class, but that reservation, is not in favour of other backward class, rather it has adverse effect. Nehru pointed out in the parliament that, since the chairman of the commission himself is against the report hence the report can not be put in the parliament and discussed.

After this when Mandal commission report was ready, this too was not put in the parliament by Mrs. Indira Gandhi. This issue was debated for years in the parliament. Due to this awakening wave was noticed in backward class people during 1980. R.S.S. was scared of this awakening. They must be thinking that if backward class start realising that they are backward, then what will happen to hindu fold. And just after this development in 1983 Vishwa Hindu Parishad started "Ekta Yatra". This Ekta Yatra was welcomed by, the then Prime Minister, Mrs. Indira Gandhi. What was the reason behind organising this Ekta yatra? It was simple. Mandal commission was going to divide the society, hence Ekta Yatra. Though this Yatra was against Mandal Commission still they could not stop the awakening wave in backward class people. Due to the awakening in OBC, Congress retarded in UP and Bihar. Congress was struggling for survival. To stop the consciousness of backward class, Congres made the plan of operation blue star in 1984. Due to Blue Star operation, there were only two types of discussion in India. One was Khalisthan and other hindusthan. This resulted in retarding the awakening within OBC. The OBC class voted for congress in 1984 to sake the country, and the votes were so numerous that congress won almost 413 seats, in the parliament. This huge no. of seats were neither won by Nehru nor by Indira Gandhi, but the charishma was made by one month Prime Minister, Mr. Rajiv Gandhi. Really this was only due to the slogan of khalisthan vs hindusthan. The social awakening which was rising in OBC was stopped by the arya brahmins.

The first and foremost principle one must know is that, if in the name of Mulayam Singh Yadav, Laloo Prasad Yadav or simply yadav, any organisation is made then not a single brahmin can become even a member of that organisation. But if the same organisation is made in the name of hindu then by default, brahmin will head the organisation. That means, if any organisation has social foundation then Mulayam Singh Yadav or Laloo Prasad Yadav can become president of that organisation, but if the same is made in the name of hindu, then Atal Bihari, Advani, Thakare, Murli Manhor Joshi, these people will become president. Also afterwards to divert the consciousness among backward class people the Ram Janma Bhumi-Babri Masjid issue was floated by the arya brahmins.

If we go through 1990 decade then, one can see that within the scheduled caste there were mass level programmes organised against brahminism. And to counter these activities Bangaru Laxman was made BJP party president. Beside this there was caste confrontation within mala and madiga of AP, Chamar and Jatav of north India. On the other side we can also see that those caste. which were hierarchical up in the OBC, leaders of those castes floated party in the name of their caste. For example, Ahir Party in UP, Kurmi Parti, Kalyan Singh's Lodhi Party, Jat's different Party. This resulted in accepting those caste based leaders by their respective caste group people.

The above cited examples prove that the backward class sentiency was started right from 1980. This consciousness was transformed into caste consciousness by arya brahmins and their press and electronic media. The varna system divides each varna into many castes excluding the brahmin varna. It we will try to analyse this carefully then we will come to an end that this type of arrangement was done deliberatly.

One way this backward class sentiency was tried to transfer into caste consiousness whereas on the other hand attempts are also made to transform it into religious consciousness through various campaigns. These two thinge are done simultaneously. One of our speaker Mr. Arjun Patel pointed out that, today arya brahmins had changed the slogan from " Divide and rule" to "Unite and rule". This is very serious matter. Mr. Arjun Bhai Patel pointed out that arya brahmins are the backward class peple in the name of hindu, and rulling over them. But the matter raised by Mr. Patel is incomplete. I will make it complete. First the arya brahmins divide our people in the name of castes and then they unite us in the name of hindus. As we are divided in the name of castes, we didn't succeed. Due to failure one gets depressed and accept our enemies views.

How arya brahmins unite us.? It can be said that "Unite SC/ST/OBC not in the name of SC/ST/OBC but in the name of hindu under the leadership of brahmin." Brahmins want to organise all our people and also wants to utilise our strength in the interest of them. While doing this when Kalyan Singh didn't accept the above said things, then they had shown the outgoing way to him. The backward class people will not stay as backward alongwith BJP, R.S.S. or V.H.P. They can be in their camp by saying hindu. But if they are in the camp of their enemy, then they can not raise the issue of backwardness of OBC.

Our people are of the opion that caste is the organisation and hence they had made several caste based organisations. But caste is not a society rather it is a brahminical tool to divide the mulnivasis. Whenever we make caste based society then the work of unification of various castes to form society is totally stopped. Caste based organisations benefits brahminism. Caste can't be a tool in our development. In democracy minority can't rule, we will have to be bahujan(majority).

Next year there are elections in Uttar Pradesh and these are going to decide the future of this country. If BJP doesn't succed in UP then allies of NDA may withdraw their support at central. This, Atal Bihari is well aware of. Hence he has fully concentrated on U.P. He reacted that the demolition of babri masjid was reflection of national view. One can understand that the UP elections will be historical one. But in this election fractions of backward class organisations are trying to oppose the brahiminical parties.

We had some specific reasons behind discussing this subject here in national conrention. The caste consciousness of backward class people can be harmful to our organisation. This is a very serious issue, The caste consciousness of backward class can divide the society in fractions.

Further in his speech Mr.Waman Meshramji said that, today in our country, three types of awakening is going on simultaneously. First is caste consciousness, second is group awakening and at last societal awakening. Caste consciousness is organising one particular caste. The awakening in group of castes unites few castes. But social awkening is organising all depressed and oppressed castes. This bahujan samaj will have one idea,one voice, one thinking and one understanding.

One of our long term objective behind discussing this issue is that we must recognise ourselves as Mulnivasis (Indigeneous). We should wish each other with the words "Jai Mulnivasi". With the word Mulni-vasi, our respectable and honourable history stands infront of our eyes. Mulnivasi is our own identity.
