“The indigineous nationality is the ideology of the Mulnivasi Sangh”
-Waman Meshram, National President, BAMCEF

Mulnivasi Sangh (Ladies, Student and Youth wing of BAMCEF) sixth Maharashtra state level convention and one day Matang caste awareness conference was organised at Nanded (Maharashtra) on 14th and 15th July 2001. The convention was inaugurated by Mr. Chandrakant Wankhede (Social activist, Nagpur). Speaking on the topic “Mulnivasi Bahujan-Theory, Concept and Behaviour,” Mr. Waman Meshram said that, for every battle there is necessity of weapon. Without weapon, battle can not be won. If we don’t have our own weapons half of the battle is lost before its start. Today’s battle is not of knife or sword, but it is of ideology. Ideology is the only weapon for the movement. But with time, ideology gets change, for example Rashtrapita Jotiba Phule stressed for common education policy, but he proposed, when India was slave. After independence the common education policy get implemented, so the topic or issue of common education policy was irrelevant. As per the prevailing situation ideology is prepared. Hence our fore-fathers had created ideology based on the situation prevailing at that time. Our fore-fathers framed up the policies and implemented it and hence society got benefited. Jotiba Phule strategically developed ideology as per situations prevailing at that time. Dr. Ambedkar developed ideology based on situations prevailing at his time. Today also different situation is existing. If you ask Jotiba Phule about Liberalisation, Globalisation and Privatisation then what could Jotiba would have answer? Even Dr. Ambedkar could not have said anything. Because this was not the development during our fore-father’s time. These are the current situations. If it is so, then based on today’s situation ideology will need to be developed. Hence if we have to win today’s battle then we will have to create ideological weapon based on today’s situation. The dead ideology will not survive with the live ideology. Brahminism is continuously changing ideology. Brahmins change their strategies based on the situation but they never change their goal or objective. Brahmins are so cunny that they used to call themselves as “Arya”. But now they don’t call themselves as “Arya” but call as “Hindu”. Ideology should be time dependant.

We too are planning our strategies and developing policies, ideology which can fit for today’s situation. Its our first and foremost duty to know who are Mulnivasis?(The Indigenous people) Who are Bahujans? We must know who are included in the word Bahujan. Bahujan’s are divided in to many sections which are SC, ST, OBC and Converted Minorities. SC’s are 15% in population, ST 7.5% and OBC 52%. These all constitutes 74.5% and minority 12%. In all they are 86%. It means that 86% are Bahujans, who are the original inhabitants of India. The DNA report published in Times of India proved that brahmins are foreigners.

Mulnivasi Bahujanwad is not an socialist or communalist ideology neither its base is finance. Mulnivasi Bahujanwad is the concept. The concept of Mulnivasi Bahujanwad is based on the concept of social science. Social Science of India is nothing but science of castes. SC\ST\OBC and converted minorities constitutes of 85-86% of population and are in majority as per science of caste. These people are the worst victim of social system. The arya brahmins who created this society put brahmins, kshatriya and vaishyas in most beneficiary class. This figure of 85% is not as per of willingness. The 15% beneficiary class of the social system made the 85% people slave. SC/ST’s were put out of the social system. Dr. Ambedkar called them as outcaste. OBC’s were kept in fourth varna i.e. Shudra varna. The minority class, who got converted as they were the sufferers of the social system, are part of our society. Most of the people say’s that we can’t unite a single caste then how we will be able to unite the scattered society of 6000 castes. But the bahujan society (sufferers of social system) is not as per our willingness but it is conceptually binding on us. Those who are sufferers of the system can only revolt against it. The creators of the system are not going to revolt against the system they had made. So, we are uniting the 85% population as it is the matter of concept, though it is the difficultest task. There is difference between concept and behavior. But difference should not be to the extent that you wear blue cap in Ambedkar square and Gandhi cap in Gandhi square, and black cap in Hegdewar square. This is the conceptual issue that we are polarising the 85% sufferers of social system. It is also true that all the people can’t be united. It is historical fact that 100% people can’t get unite for a common cause. But as for as concept is considered we will have to unite the 85% people. Because when you are going to appeal, you will have to appeal the 85% class only. If 35% people from all the suffering sections gets unite, then also our problem is going to be resolved. We can unite 10% of the 15% SC population, 5% of the 75% ST people and 20% of the 52% OBC class, then also our problem will get resolved. This degraded caste system can be demolished by uniting 35% people on one platform and for one common cause.Jotiba Phule identified the enemy as Shetji-Bhatji(Arya brahmins) and co-sufferers, Shudra-Atishudra. These Shudra, Atishudra people are none other than bahujans. These bahujans, are divided into SC/ST/OBC.

The brahminical movement was started after the clear cut identification theory of Shudra-Atishudra proposed by Rashtrapita Jotiba Phule. In 1917 Dr. Ambedkar used the word ‘Untouchable’ for this class. In 1935 they were called scheduled caste and on the same platform Dr. Ambedkar established Scheduled caste federation. To counter it Jagjivan formed an organisation called Dalit class Sangh, as an Gandhiwadi follower. This was the conspirical attempt by the arya brahmins. They propagated the word “Dalit” through Jagjivan Ram and tried to make Dr. Ambedkar, leader of a small minority class. Arya-brahmins are always trying to make us a minority class. Hence BAMCEF had made its objective to unite the scattered 6000 castes and make a bahujan(Majority) society. The people from our society also opposed the bahujan word but when it had got popularised, everybody is using this word. Bahujan word, has its base as equality. But in today’s situation the bahujan word is some what of limited sense in behavioral point of view, hence we had included the Mulnivasi word with it, so conceptually and behaviorally the word Mulnivasi Bahujan fits altogether. Mulnivasi word is not standing on any caste basis but it has nationality at its base.

For the people who had made Hindutva as the base of the movement and propagating nationality through it, the hindutva nationality which is nothing but brahminism can’t be countered with single Bahujan word. Hence we are using the word “Mulnivasi Bahujan”

Few days back RSS chief Sudershan said that some people are creating confusion in the society by saying that Aryans are foreigners. The word weapon used by BAMCEF had even thrilled the high caste people. So one can understand the power it has with the word “Mulnivasi.”

Some of the people are using the word “Dalit Bahujan”. But if we are segregating the word Dalit from Bahujan, then Bahujan are not in majority. How? OBC constitutes of 52% population. But the micro analysis proves that 8% are converted OBC’s so how the balance 43% will be in majority? If 43% is called as majority then 57% will oppose you. So how 43% can be a majority class? Hence we should not use the word Dalit bahujan?
