Speaking on the occasion of reservation support convention Mr. Waman Meshram said that BAMCEF organises convention in different states but this is an altogether different type of convention we had organised. This reservation support convention matters in the changing scenario. Previously the higher caste people were opposing reservations. But now the people who were against reservations system are themselves making a propaganda of giving reservations. On the other hand the depressed class and backward class are opposing reservations. That’s why it is altogether a different scenario. The arya brahmins are propagating that they will give reservations to most backward and most backward among scheduled castes. They will give reservations to those castes which did not get benefited with the existing reservations system.

We are also of the opinion that the most backward and mot backward scheduled caste people should get reservation. They should get representation in all sectors. Also they should get reservation based on their population. But it must be clear that the present propaganda of BJP and Rajnath government of giving reservation is not for implementing it. This is an political conspiracy keeping in mind the forthcoming elections. Two important issues are linked with this Rajnath’s decision or reservation within reservation. First one is to know about the roots of reservation (History) because our intellectual avails the reservations facility but don’t know about its history. The second thing one must know is the program the higher caste people are running in today’s contest.

Rashtrapita Jotirao Phule’s movement was started right back in 1848. During this time almost all the post of administration were occupied by brahmins. In his literature Jotirao Phuley had pointed out that these brahmins are “Kalam Kasai” (Pen Butcher-Person who kills people with the help of pen). Most of the people use knifes or swords for slaughtening but brahmins use pen. Pen is their weapon. For example, when they don’t want to appoint any SC/ST/OBC minority people for any post then they simply write in one line “candidates are not available and those who are available are not suitable.” This is what a pen can do. For this reason Jotirao Phuley called the arya brahmins as “Pen Butcher”. Hence he fought for reservation. 26th July 1902 resulted in reservation provision for depressed class. Chatrapati Shahu Maharaj was the first person who implemented 50% reservation to depressed class people in kolhapur provience (Maharashtra). Next year will be the cenetary year of reservation.

As soon as Chatrapati Shahu Maharaj implemented 50 years of reservation one brahmin immidiately went to kolhapur and that too from Shamli and asked Shahuji about the reason behind implementing reservation. To this Shahuji replied none but took that brahmin to a horse stable and ordered to bring one bag of grams and empty it on plain ground. He also ordered to open ropes of all the horse and allow them to eat the grams. As soon as the horses were free, they ran towards the gram but it was noticed that the horses which were heathier eat all the grams and the weaker horses were standing aside and did not get a chance to eat gram. Then Shahuji asked that brahmin what to do of the weaker horses. Shall they left hungry to die? There was no answer with the brahmin, he kept mum and left. So it can be noticed that right at the very begining of the implementation of reservation that brahmins opposed it. Even after that Bal Gangadhar Tilak opposed the reservation. He used to say that “what Teli, Tamboli and Kumbhat (OBC Castes) will do in sitting in the parliament, whether they will plough it or what”. Like this simon commission was also opposed.

Gandhiji not only opposed reservation but sat fast unto death to oppose Dr. Ambedkar. Gandhiji was on fast unto death for so many times for opposing reservation, but in his entire life he never had done any fast in favour of reservation.

When Dr. Ambedkar got a chance to draft the constitution, he provided reservation for SC/ST. Also when he made a draft to give reservation to OBC, Sardar Vallabhai Patel opposed it on the ground that the OBC castes are not identified, so to whom reservation should be given. Dr. Ambedkar agreed to that point and in constitution given the right to president to appoint a commission to identify the castes which will be called as other backward class. Kakasaheb Kalelkar Commission and Mandal Commission are the results of provision of article 340.

After Jawarharlal Nehru, Indira Gandhi followed the footsteps of Jawarlal and she too with the help of VHP fought against reservation. She organised “Ekta Yatra”. This cleary indicates, how brahmins were against giving reservations to SC/ST/OBC.

As soon as V.P. Singh implemented Mandal Commission, Advani took back support to V.P. Singh and the government collapsed. The matter went to supreme court, but Laloo Prasad Yadav was not getting any advocate to fight the case so he handed over the case to criminal lawyer Jethmalani. But he to refused to fight the case. Jethmalani said that I am not expertise on constitutional matters as I look towards criminal cases. The Supreme Court took the advantage of this and planned conspiracy against OBC. They had giving a rulling that those OBC students who are going to schools will get reservation benefit and those who are not going to school will not get it. But those who can’t read how he will get reservation? There was on conspiracy of creamy layer to restrict 52% OBC class to administration. And this conspiracy was hided by bringing forward the issue of Babri Masjid movement and diverting OBC attention towards Masjid rather than towards Mandal Commission report.

In todays changing scenario arya brahmins had change their strategy towards oppossing Mandal. They had now brought liberalisation, Globalisation and Privatisation. Closing the profitable public sector companies or selling them at the lowest price, VRS, CRS are the steps to curtail reservation and non-implement it. This is the best way of not opposing the reservation and also non implementing it.
