SC/ST DEVELOPMENT
PROGRAMMES DURING 2001-2002
IN KARNATAKA STATE
BUDGETORY PROVISIONS: During 1999.2000
Paise 5 per
rupee was provided for
Social welfare department and the same was
reduced to paise
4 during 2000.2001.Therefore, paise 10
per rupee shall
be provided for Social welfare department. ECONOMIC
PROGRAMMES: District
–level Co-operative Societies
shall be formed
giving representations to
each Taluka in
the District nominating the
representatives from SC/ST Development Corporation, Social welfare
Department, Lead Bank and Co-operative Department. Elected
members on the
managing committee of
such society from
the SC/ST shall
be more than
¾. Each society
shall be given
Rs. 1.00 crore as
seed money. All
the programmes under
Special Component scheme ,
State and Central
Government poverty elevation programmes , SC/ST
Development
Corporation/National
Federation and National
Co-operative Development Corporation shall be implemented through
these societies. Mahanagara palikas shall
be treated as
separate District and administration of Mahanagara palikas shall
provide Rs 1.00 crore
per annum to
such society. EDUCATIONAL
PROGRAMMES: All hostels
managed by the
Social welfare Department shall be provided
with Information Technology training facilities.
These facilities shall also be extended to the Hostels/Residential schools
run by private
management where the
strength of the
SC/ST students is
more than 50%. Upgrading merit
of the SC/ST
students scheme shall
be implemented which has
got 100% Central
assistance (Rs 15,000//
per student per year.) Drop-outs among
SC/ST at primary
and secondary education
is alarmingly increasing. A Task force
committee shall be
formed to ensure
bringing the children
to the schools.
All un-aided Schools and colleges run by the
SC/ST Management shall be provided GRANTS. THE
POLICY OF RESERVATION IN THE SERVICES
OF THE STATE: A Joint
Secretary in Department of Personnel and
Administrative Reforms shall
be appointed as
a ‘’CHIEF LIAISON
OFFICER FOR SC/ST”
who shall hold
periodical meetings with
the representatives of
the SC/ST Employees Associations to effectively
implement the policy
of reservation. Such
arrangements shall be
done in each
Department Reservation in
the matter of
promotions shall be
based on vacancies and not on the working
strength of a cadre.
Single post definition shall be avoided
and Grouping the
identical posts and
identifying the reserved
posts shall be
ordered to protect
the interest of
the SC/ST . Back-log vacancies
both in direct
recruitment’s and promotions shall be identified and filled immediately. SC/ST Employees
Association in all
Departments/Corporations/Boards shall be extended
with Check off
facilities (deducting monthly
membership subscriptions) NOTE: Mr.
