Asian Harm Reduction Network (AHRN)

 

The Asian Harm Reduction Network (AHRN) is global information and support network created to link and support the people and programs working in Asia to reduce drug related harm among drug users (especially HIV/AIDS and other blood borne diseases). AHRN key activities include networking,information sharing,
advocacy, capacity building, and program and policy development. AHRN is supported by the Royal Netherlands Government, UNAIDS, and The Drug Policy Foundation. The organization is based in Chiangmai,Thailand, where it is registered as a Foundation. AHRN has close working relationships with international Organizations, Thai Government and NGO working in similar or related areas.

Due to expansion of the organization AHRN is seeking the services of committed and energetic staff from countries within Asia for the following positions: Office Manager, Program Officer, Training Officer and Content Officer to the AHRN Clearinghouse.

All staff must meet the following requirements:

 

Sensitivity to the issues surrounding HIV/AIDS and Drug Use

Ability to maintain complete confidentiality (applicants will be required to sign a confidentiality agreement)

Ability to work as part of a team

Ability to meet deadlines

Developing a detailed understanding of prevention of drug related harm among and from drug injectors (HIV/AIDS, Hepatitis, overdose, etc.)

Appointments will be for one year with an option for extension. The probation period covers two months. In addition to a generous salary, AHRN will meet health-accident and social insurances, as well as training costs associated with each position.

For position 2, 3 and 4 additional provisions for return airfare from point of origin, resettle allowance and a duty travel package are available The applicationdeadline for all positions is Monday March 26. Only shortlisted applicants will be notified. For short-listed applicants attending the 12th International Conference on the Reduction of Drug Related Harm, 1-5

April 2001, Delhi, India, an interview may be scheduled in conjunction with the conference. For short listed applicants based in Thailand an interview may be arranged in Chiang Mai for which in country travel expenses will be reimbursed by AHRN. Successful applicants will need to be available 1 May 2001

Position 1: Office Manager

You will report to the Executive Director and be responsible for management of the office and administrative functions of the organization such as:financial management, dealing with service providers such as couriers and shipment agencies, financial institutions, immigration, printing houses and suppliers; daily communications such as phone-fax-e-mails both in Thai and English; maintenance of schedules and appointments, meetings including receiving of visitors; travel and accommodation arrangements of AHRN staff, collaborating agencies and consultants; support to International missions,conferences and visitors to AHRN; support
and supervision to current and new staff as well as assisting in capacity building to colleagues working in similar areas at selected partner agencies.

Qualifications preferred:

Master or Bachelor degree in Administrative Management or related fields

3-5 years Experience in Office Management

Fluent in Thai and English, both written and spoken

Having been in the position of staff supervision for at least 3-5 years

Excellent accounting, communication, managing and social skills

Previous working experience with NGOs is preferable but not required

Having a good working knowledge on computer applications and office equipment

Willingness to travel occasionally

Position 2: Program Officer

You will work in close collaboration with the AHRN Training Officer and report to the Executive Director. You will be responsible for the development of proposals and for program logistics. You will assist  in the development, organization and coordination of workshops and other training activities as well as in the development of integrated strategies and activities on Harm Reduction & Primary Health Care as tool for minimization of drug related harm. When necessary you will also need to provide assistance in capacity building to colleagues working in similar areas with selected partner agencies and in reporting and international correspondence as well as to the

Office Manager in daily communications (phone, fax. e-mail, post).


Additional asks may be required in related areas.

Qualifications preferred:

Post Graduate Degree in Management, Public Health or related fields

Ability to coordinate among country programs in Asia.

Extensive and proven experience in program management, monitoring and reporting in diverse settings.

3 - 5 years experience with NGOs or International Organizations involving in program implementation and management  preferably in Harm reduction or HIV/AIDS prevention and care program.

Superior English written and oral communication skills Other languages an advantage

Excellent working knowledge in computer applications such as MS Office

Position 3: Training Officer

You will work in close collaboration with the AHRN Program Officer and report to the Executive Director. You will be responsible for the development of AHRNs capacity to deliver a broad range of in-country, sub-regional and regional training programs to its members, including harm reduction training, advocacy and networking capacity building, and training in program management and administration, community and enterprise development through a variety of activities such as workshops and the development of training materials. You will also train the trainers of trainers (TOT) i.e. peer educators and training staff of agencies, government organizations and NGOs, in a variety of strategies related to the reduction of drug related harm and enhance their capacity to deliver more effective education and
training interventions. You will coordinate best practice documentation activities in the field of drug use and HIV/AIDS and facilitate enhancement of the skills of organizations in proposal development, securing funding, project design, management, documentation, reporting, monitoring and evaluation Under your responsibility will also be the coordination of training activities at AHRN - Mahidol University’s institutionalized capacity building activities. You will provide linkages between agencies and individuals across Asia and assist in capacity building to colleagues working in similar are as with selected partner agencies. Additional tasks may be
required in related areas.

Qualifications preferred:

Post Graduate degree in Education, Public Health or related  field.

Ability to coordinate among several country programs in Asia.

Extensive and proven experience in human resource capacity building and reporting in diverse settings

5 or more years of related training experience with diverse audiences and different modalities

Experience with NGOs or International Organizations and Educational Institutions involving in program implementation and management preferably in HIV/AIDS prevention and care program.

Excellent English written and oral communications skills q Good working knowledge of audio visual equipment and computer applications

Willingness to travel outside of Thailand

Outstanding communication and reporting skills

Position 4: Content Officer to the AHRN Clearinghouse

You will work in close collaboration with the AHRN Clearinghouse Coordinator and report to the Executive Director. You will be responsible for selecting and repacking information on drug use and drug related harms; sub-editing and providing feedback to ensure that AHRN materials are clearly written for multiple audiences. You will also assist in expanded marketing of clear inghouse services in general and in particularly to national drug control a gencies in the region. Under your responsibility will also resort the delivery of up to date information to AHRN members through electronic and non-electronic communication channels on:

a) Situation of drug use and HIV/AIDS and other drug related harm

b) Technologies for prevention of HIV/AIDS and other drug related harm among drug users

c) Information related to development of policy dialogue and policieson drug use and the prevention of HIV and other drug related harm

d) Conferences and workshops

e) Bibliography of  evidence base of interventions in the field of drug use and drug related harm

f) Training materials that address issues of program development and delivery (e.g. training modules, videos, CD ROMs, research reports)

g) Best practice projects and programs in the field of drug use and HIV/AIDS and other drug related harm

Further you will record selected events and be moderating AHRN e-groups.

You will also conduct regular needs assessments of the membership and assist in the organization and facilitation of workshops and conferences as well as in capacity building to colleagues working in similar areas for selected partner agencies. Additional tasks may be required in related areas.

Qualifications preferred:

Post Graduate Degree in Communications or related field

Experience of;

 

Communicating complex issues to a range of audiences;

Producing content for newsletters and websites;

Working collaboratively with diverse groups preferably in HIV/AIDS prevention and care or related areas.

Good writing

Good computer literacy
