GLOBALISATION
Globalisation is one thing! And Privatisation is another!
Globalisation could have many dimensions, and mean different things to
different people in different places at different times! One may Welcome it depending what the
Globalisation means to them, or what their Globalisation stands for them! But Privatisation is never good! Yes, it is never never good, except for
four!
The first, the private person, an individual in business, who stands to gain
personally. Hence there naturally could
be no opposition, and therefore is Welcome!
The second, the small person, who accompanies and follows up the private person in
business, is waiting to pick up and hopes to get or benefit from the crumbs
that may fall or be discarded as wastes unwanted things or by mistake! They are those without any self respect or individual dignity. They are the lazy ones, parasitic ones,
dependent ones and live on others! They
could not perhaps tag on to any other.
Therefore they get attached to the private business, who allow them for
various considerations! They are more
parasitic than the business people!
Hence they welcome privatisation!
The third, the moneyed rich people, who don't mind spending money. They are willing to throw out money to buy goods and services at
any fancy prices fixed by the private business! They have, or had inherited pots and pots of money from their
parents, family or others who had had money by many ways, fair or fowl, legally
un punishable under some loopholes in the law, or entirely illegal and criminal
methods in complete violation of the laws and totally against the interests of
the Society and the Nation! They want
the best of things in life, from any parts of the World, which can be provided
only by the private business to private individuals! This oblivious of the costs to others and to the Nation! So, they welcome private business for all
that show, shine, glitter, packaging and exclusiveness!
The fourth, the Government fellows, who hope to raise money for the Govts and for their
private pockets, by benefiting the business in all private manners! That for them is the easy way, a convenient
method, a comfortable path, an easy option, and a line of least
resistance! They feel that they don't
run any risk or danger, in raising money from a few big private
businesses. They feel that they could
collect adequate funds from the business for the Govt Exchequer! They expect that money will flow easily into
the Public Funds, by way of royalty, license fee etc, with out having to tax
all the public. They thus hope to have
adequate funds to run the Govts. They
also feel that they could meet the Govt Expenses, and ensure the outlays for
maintaining some of the Social Welfare Programmes to benefit the Society,
suffering already because of injustices, exploitations of the people by the
neighbors as a result of personal lazyness, unwillingness to work, parasitism,
greed, jealousy, injustices, and exploitative oppressive attitudes and
practices by dominant private individuals groups and castes in the
society! This, with the money obtained
from the private business, who keep exploiting the rest of the society and
individuals there in. That is the
wisdom!
Of course, there are Govts who hope to dominate the World
through business and silent soft stealthy interest of their private business
who hope to capture and control and other Nations in the form of business and
through both economy and supply of essential goods.
But why are We going in for Privatisation? And why are we going in for the dangerous
cocktail of Globalisation with Privatisation?
Can this do any good to our Country?
Can we compete in the World Market any where in any part of the
Globe? Can we at least compete with the
World in our own Country? No! There was once a feeling that if we can
marry the World's Modern Technology and Scientific Developments, with the large
numbers of qualified trained educated relatively cheap manpower, we jointly
with the Foreign Multi National Company, can dominate and perhaps rule the
World!
All those old fairy tales have gone with the wind! Already, Industry here is crying for
reducing labour cost and cost of (electricity) power! These are the same people who were earlier parroting textbook
arguments that we can produce cheaper!
They were the ones, who as comprador agents and or in competition with
foreign MNCs were fixing the cost of power in the sky and wanted Govts
assurances guarantees and counter-guarantees!
And the Govts now say they don't have money to invest, and
or run the huge Govt Infrastructure, and Public Sector Industries. This, with all their meritorious experts
managers and officials in full command.
They are the ones, who found it even lucrative to take away the jobs and
posts reserved for the poor SC&ST Dalits, either openly by not implementing
honestly or not implementing at all the Reservation Rules; or stealthily and
dishonestly by producing fake-SC&ST Certficates! Now the Govts also find that their Scientists Engineers and
Managers are not so good or trained or skilled.
On the top of these all, all the meritorious Govt
Officials, Consultants, Managers, Administrators and other Bureaucrats are so
inefficient and corrupt, that nothing moves or is decided or gets out in time,
that cost and time over runs are also too prohibitive to speak about! And then there is, that all pervasive
corruption in every window door desk table tray file room corridors and
offices, almost at every level every where.
Thus, a business has to be run with Ten Rupees Capital, for a profit and
realisation of Hundred Rupees Investment, with Ninety Rupees gone down the
drain through the pockets of so many in so many places. To add to the burden, a worker here has to
work for nearly hundred functionaries - right from supervisors to charge men,
foremen, managers, general managers, CGMs, MDs, CMDs and Inspectors in the
Unit, to all those peons clerks to secretaries in the ministries and pmo, who
hardly ever retire, and prefer to die in office or air-crashes only! Then there are so many parasites in the
families of the business houses, who prefer to get up after 12 in the noon, and
spend their night dining and dancing in five star hotels and restaurants! And for their bill also the poor worker has
to work. If in spite of these profit is
to be added, how can the Indian Industry and Business with actual Ten Rupees Capital,
compete in the Globalised Market, and earn for Hundred Rupees Investment to
survive! No! Indian Capital can never survive in Globalised Market!
The only Units which can survive in a corrupt exploitative
society like India are the PSUs. For they
can be mismanaged, mal-administered, bungled and swindled! But they need not pay and can not arrange
huge kick-backs even through private parties and collaborators! Hang a few MDs, CMDs, Secretaries and
Ministers in-charge, including the Vigilance Officers, CVOs of Loss Making
PSUs, or Profit Making PSUs going down hill!
The Nation can automatically get all due returns from its
investments. Also, all those cheap
fellows one see around the ministers for favours and for appointments at top
positions in Govt and PSUs will in no time melt into the thin air!
One Danger which must worry us, as an huge populated
Nation! With MNCs from the West, coming
in with their Technologies adopting latest Scientific Developments and
Discoveries to suit their cold thinly populated Countries, will be increasingly
adopting and trying out here mechanisation, and automisation! Will then, our large population, the
workers, the poor and the weak, become redundant and dispensable? Will they become a big burden, a danger and
a threat? What then will happen? What form will it take? What ends will these lead to?
With no Welfare Schemes for the poor and unemployed, no
social-security network, what will happen to the poor? With the business in the hands of only the
baniyas, a seperate caste, a different class, an exploiting group swindling the
people, they are really not part of the Indian Society! They prefer to operate as the Compradore
agents to MNCs, bribing their ways into the Govts, influencing the officials
against the Nation, the Indian Society and the People!
If Globalisation and Privatisation can not do good to thic
Country, and are not the Answers to our Problems, why are the Govts pleading
and going in for G&P? Are they
committing suicide as Govts? Or are
they committing broad daylight murder by hanging the Nation, State, Society and
the People? Workers and Weaker
Sections, and the Women of their families are worried!
If the Govt can not earn, if they have to play to the tune
of MNCs, they can not run the Govt, maintain the Judiciary, mange the Police,
and sustain the Armed Forces. Without
these from which the Coercive Power and Authority of the Govts spring from,
Govts will become meaningless! Then,
are the Govts, the Parties in Power and Coalition, and the Politicians therein,
disbanding the Govt, ruining the State, and destroying the Nation? May be yes!
The dominant caste hindus, seeing the emergence of SC&ST Dalits,
OBCs, Women and Workers, have become jittery,
Yet, with complete vengeance, they have decided to follow a scortched
earth policy, squeeze the last drop of blood from the PSUs and the State, hand
them over to MNCs or the Comprador Agents of MNCs, who are none other than the
ex-Officials, retired Managers MDs, CMDs and former Bureaucrats.
Hence, Globalisation
is a big dark plague threatening to descend on our Nation in the wake of the
Govts! That is the real gift of this
Govt, beginning in the Twenty First Century and the Third Millenniums!
