PROBLEMS OF CENTRAL PSUs
Weaker Sections of the Society like We
SC&ST Dalits are very much concerned about Govt and Govt Policies. It is sad that
some of us have started joining hands with the opponents of the concept of a
good Govt. It is extremely dangerous
that some of them have also begun working with the bad elements in the Govt, to
silently sabotage the Govts from within and make the Govts weak helpless and in
many respect useless. For, the Common
People and the Weaker Sections of the Society like SC&ST Dalits have a
large stake in the Govts, Public Sector Undertakings and other Govt Autonomous
Bodies like Universities. There are
many PSUs and Autonomous Bodies under the control of Central, State and Union
Territory Govts.
PSUs and other Govt Autonomous Bodies alone
provide some Hope Employment and Opportunities for the poor and the Weakers
Sections of the Society like SC&ST Dalits.
Hope for Development of
Individuals and Community. Hope
for good quality Products and Services at reasonable prices and cost. Whatever one who does not like the
Govt may say, it is because of the Govt and PSUs that many things are available
to us in the Country today. And the
Prices of at least most of the Essential Items are under reasonable
control. It is because of the
Autonomous Institutions like the State and Central Universities that Education
has become available to the Common People and deprived Sections of the Society
like We SC&ST Dalits, is still within our reach and is affordable. Some good and decent Employment for the
individuals who don't get any job even with good education and other
qualifications, because of a supposedly open public recruitment policies and
Service Commissions for Appointments at the initial and many
intermediary levels through open Direct Recruitment, or limited Direct
Recruitment from within, and Appointments at Senior Levels through Promotions
always on the basis of Seniority either by fitness alone, or merit or purely on
handpicked selection. Otherwise the
poor and the Weak can not think of silent manipulative entries, slipping in
through the backdoors, using connections, depend upon contacts, rely on some
influences, resort to powerful dictates, buy their way through hefty bribes, or
worm their way through honey-traps all of which have become the order of the
day. There are endless escalating
demands, at present reportedly around a hundred thousand Rupees for some select
Class IV and III jobs, and more than Ten Million Rupees for many senior and
higher jobs. Some Opportunities for
Development opens up to the Weakers Sections of the Society like We SC&ST
Dalits, because of the PSUs in the local areas.
PSUs are also expected to prevent
concentration of economic power in the hands of the few business men and women,
and industrial houses. For, the Business People and Industrial
Houses have always been a Problem world over through out the history. They have been generally corrupt, power
hungry and go after money like wolves.
They have always been a danger to the Country and the Govts. There are many many cases where they have
undermined good Peoples' Govts for getting another pliable pro-business
Anti-People Govts. When they are not
that big, they are simply a Pain on the People, or a burden on the
Society. When they grow very powerful
and become Multi-National Corporations they invariably become a Threat to other
Nations and the World. This being the
nature and character of all big small and medium sized private businesses, one
can very well imagine what will be the impact of private business in a
Developing Country like India, where hundreds and hundreds of millions have no
education, no decent jobs, no regular income, no wealth, no assets, no money,
no contacts, no influence, no power, no leaders, no parties, and on the top of
these all are always and constantly being pushed down from above under the weight
of Castes, Caste Biases, Caste Prejudices, Caste Animosities, Caste
Intolerances and Caste Oppression.
Things will be very terrible. That
is the reason why the Weaker Sections of the Society like We SC&ST Dalits,
OBCs and marginalised Minorities repose a very great faith hope and
expectations in the Govts, PSUs and Govt Autonomous Bodies.
It is because of the importance of the
Govts, PSUs and Govt Autonomous Bodies like Universities to the People and the
Weaker Sections of the Society like We SC&ST Dalits, OBCs and marginalised
Minorities that, the dominant caste hindus do not like the Govts, Govt Control,
existence of PSUs and Govt Autonomous Bodies.
The DCHs are always against good
Governance, liberal and open people oriented responsive Democratic Govts, and
all exercises of Public Control over
the private enterprises, and are opposed to the monitoring of private
ventures. It is therefore extremely
dangerous that now we have allowed some of them freedom to sabotage and wreck
the Govts from within. They are out to
destroy all the Govt Systems and internal mechanisms and structures of the
Govts. Their only aim is to make the
Govts weak helpless and in many respect useless. Many anti-People Officials,
Politicians, Business Houses, Agents of Multi-Nationals, and sadly some Trade
Unions and Workers Cooperatives have been working in these directions. The
DCHs are openly against the Govts, PSUs, Autonomous Institutions. For they are against the People and the
Development of the Weaker Sections of the Society like the SC&ST Dalits,
OBCs and marginalised Minorities.
Today the DCH Officials and Politicians, as
well as their blind supporters and foolish followers from the Weaker Sections
of the Society like the SC&ST Dalits, OBCs and marginalised Minorities have
effectively rendered most of the Govt Departments and PSUs including the Banks
and other Autonomous Institutions weak and helpless. It is for these
reasons that many of them have gone inefficient, become ineffective, are sick
and loss making. On the top of these,
the DCH Officials and Politicians are making it asound as if there is no hope
and future for these Institutions anymore, and that they had outlived their
utility, beyond redemption and revival, can not recover or turn corner to
become once again healthy and useful.
This, when it is a very well known fact that most of the private sector in the
country are cheating and are indulging in big frauds. It is well documented that the private companies are used to
divert public finances, banks', insurance and financial institutions' funds
into private hands. And that most of
the private concerns' have cooked up accounts to report losses even when their
top officials, directors and owners are living a luxurious life at the cost of
the concerns and workers. This they do
to avoid payment of taxes to the Govts, proper payment to the workers, payments
to suppliers of components and raw materials, and to increase prices at regular
frequent intervals and overcharge the consumers and the poor public.
It is
pertinent to Note here that the majority in many ruling parties are vaishyas or
baniyas and trading business communities.
One should always remember that
there are some parties which are exclusively baniya, or brahmin-baniya combine,
or depend exclusively on the baniyas for funding support existence, and to fight the corrupt ritualistic elections. And it is for these reasons that some
are too keen and over enthusiastic to hand over Govt and Public Sector
Enterprises and other Autonomous Units and Institutions to the baniyas with
brahmin managers and top executives, to benefit both of them. There are also some stupid OBCs,
Minorities and SC&ST Dalits who would like to do these at the behest of
their brahmin-baniya masters in the Govts and the Parties, and in return for
some paltry kick-backs which are big money, windfall and fortunes for
them. Here one should also recall that
the entire process of undermining, ruining and winding up the Govt Units and
PSUs started when Reservations in Recruitments to Govt Services and PSUs were
provided to the large number of OBCs that incidentally included backward
Minority Groups of SC&ST Dalit and OBC Origins.
Let us
now take a look at the lot of the PSUs of the Govt of India. Most of the Central PSUs in the Country
today suffer from -
1. Lack of
help from the GOI, except for the all familiar high sounding sermons and
advice,
2. GOI's
usual practices of allowing things to drift without any concrete time bound
action for development and progress,
3. Deliberate
indifference of IAS and IPS Officers in the Administrative Ministry, from the
States other than the ones where the PSUs are located,
4. Parochial
attitudes of GOI Officers in the Administrative Ministry, against the PSUs and
their CEOs,
5. Frauds played
by both the Administrative Ministry and PSUs in Window Dressing the
Performances of the PSUs, by hiding the facts, weaknesses, shortfalls and
failures, through fraudulent PROs, and Journalists who are on the regular
pay-role of the PSUs, or had been purchased and or heavily bribed,
6. Endless
exploitation of the PSUs by the Administrative Ministry, Ministers' Offices,
Ministers' themselves, MPs, MLAs, and also the PMO,
7. Cheats and
frauds being selected to function as CMDs, MDs, Directors or EDs,
8. Rampant
Corruption in the PSUs,
9. Unfair
Professional Ethics and Practices,
10. Unjust,
dishonest and non-uniform Personnel Policies,
11. Irresponsible
Unions,
12. Senseless
Workers,
13. Arrogant
Stupid but highly regarded 'meritorious' Officials with very low IQs and
uptake, who are classified as the 'toppers',
14. Lobbying
and unfair Image Projection by pedestrian individuals at the top and select
favorite senior managers, only help to hide facts and truth, and also leaves
the good workers totally demoralized,
15. Indifference
of the State Govts where the PSUs are located in their performances, success,
growth, expansion, development, or in the long-term Welfare of the Employees,
and new or additional Employment Potentials,
16. Avoidable
Litigation, both in the Internal Affairs, amongst the Officials, against the
Workers, and against unwanted Officials; and External Matters with clients,
competitors, suppliers etc - mostly due to ill advised perceptions, ego and
individual biases or arrogance or both, on the part of CEO, or some powerful
top officials,
17. The
Traditional Animosity, to immobilize, handicap, waste and kill a section of the
Human Asset - the lower level workers, particularly the SC&ST Officers and
Workers.
NOTE:
This is only a Preliminary Work. Much
more need to be added. Readers are requested to provide additional
points and views or relevant crucial facts, to complete the picture on the PSUs
and present an holistic perspective.
The Dalit World would be extremely benefited. And dalitindia would
be highly thankful ever for these inputs and grateful to all contributors, and
for their valuable suggestions and ideas.
